Yeah, "PS" is how lazy folks like myself tend to call Photoshop. x3 But certainly this kind of thin brushes can be used with SAI too, even more effectively. SAI is great for thin line arts.
But, tbh, the only noticeable improvements since the older Photoshop's are some updates in the visualization of the canvas (things like, rotating it and smooth-zooming to any %). But nothing has changed in the tools we artists use or need. Maybe one or two new filters, at most.

Um, in this picture... It was a hard brush, 5px thick. I think it's one of the default brushes in PS. :3
